Agrees that the failure of the Niger and Sao Tome and Principe to pay the full minimum amount necessary to avoid the application of Article 19 of the Charter was due to conditions beyond their control, and invites the Niger and Sao Tome and Principe to submit appropriate information to the Committee on Contributions if similar circumstances prevail in the future

São Tomé and Príncipe supports the idea of establishing a Commission for Peace whose function would be to help in conflict prevention.

If fully implemented, the schedule proposed by the Government of Sao Tome and Principe would involve payments totalling 693,896.

Russia has signed relevant agreements with Sao Tome and Principe, Burundi and Nigeria and has held negotiations with Zambia, Angola, Ethiopia, the Republic of the Congo and Chad.

Aware of our responsibilities and of the need to create conditions and an environment favourable for meeting the Millennium Goals, São Tomé and Príncipe has adopted a strategic plan to reduce poverty.

Payment plans schedules had been submitted earlier by Georgia, the Niger, the Republic of Moldova, Sao Tome and Principe and Tajikistan.

Payments by the Government of Sao Tome and Principe foreseen during the period from 2002 to 2004 in its payments schedule ( 128,711) significantly exceeded the amounts actually received applied in those years ( 31,634).

Mr. Poojari (India) endorsed the conclusions of the Committee on Contributions concerning the requests for exemption under Article 19 submitted by a number of countries, and felt that the requests submitted by Liberia, the Niger and Sao Tome and Principe deserved similar consideration.

Under cover of his letter of 17 May 2002 addressed to the President of the General Assembly, the Chargé d'affaires a.i. of Sao Tome and Principe to the United Nations submitted the following calendar of future payments (in United States dollars)

Angola, Azerbaijan, Brazil, Cape Verde, Djibouti, Georgia, Guinea Bissau, Kiribati, Marshall Islands, Nicaragua, Panama, Peru, the Russian Federation, Sao Tome and Principe, Seychelles and Solomon Islands subsequently joined the sponsors.

Similarly, the requests for exemption submitted by Liberia, the Niger and Sao Tome and Principe warranted favourable consideration and those States should therefore be granted permission to exercise the right to vote until the beginning of the next session of the General Assembly.

We have been contributing to the consolidation of peace and democracy in countries such as Guinea Bissau and Sao Tome and Principe. We have helped to fight hunger, develop agriculture and combat the scourge of HIV AIDS in various brother countries of Africa.
