We are also looking at how to improve the effectiveness of our field operations.

We are phasing down in Liberia as we speak.

And many of our partners bring valuable capabilities and expertise to our operations.

The same trends are evident in our peacemaking operations and efforts.

So nowadays in the operating room, we no longer need to use sunlight.

The impact on our humanitarian operations has been dramatic.

We think that a similar discussion of measures to improve our operations here would be a healthy and useful thing.

Secondly, especially in our operations on the ground, the United Nations system must function in a coherent fashion.

We cannot accept that low levels of funding impede our operations in so many places.

They come from EU member states and non EU countries that also take part in our operations, including Norway, Switzerland, Ukraine, Turkey and the United States.

To this end, the greatest assets are the human resources of the developing island countries themselves and of other countries whose national development processes are similar to ours, the United Nations system and the community of donor countries.

Our partners in the Caucasus, in Central Asia, the Mediterranean Dialogue countries, the Gulf Cooperation Council countries and the contact countries, such as Japan, Australia and New Zealand   have often contributed to our operations and thus constitute a considerable portion of our capacity.

We also launched a new phase in our relations with partner countries opportunities for more individualized cooperation, a greater emphasis on defense reform, and a stronger focus on the Caucasus and Central Asia. Furthermore, we welcomed the interest shown by Russia and Ukraine in contributing to Active Endeavor, our anti terrorist naval operation in the Mediterranean, as another sign of the growing strategic value of our partnership with these countries.

And we need to maintain the utmost vigilance in preventing further instances of sexual exploitation and abuse by United Nations personnel and peacekeepers, which have caused such damage to the standing of our peace operations and have inflicted such wounds on the very people we are working to help.

In former Yugoslavia, too, the future remains highly unpredictable. We are watching developments closely, as they will determine the course of our own operation. So too will donor support. For unless we receive the funds we need, we will have to cut down our activities.
