The Commission recalled that, for the purposes of margin calculations, Washington, D.C., the base of the United States federal civil service, had been used as a reference point.

6. The Board and ICSC are therefore in agreement, both as to the objectives and the major features of the revised methodology to determine the pensionable remuneration.

The most recent comprehensive review of the remuneration of United Nations Field Service staff, including their pensionable remuneration, was carried out in 1990 by the United Nations, in cooperation with ICSC, and resulted in adoption of a new base salary scale.

64. The CHAIRMAN said that he had received a petition from the staff of the United Nations protesting against the recommendations of the International Civil Service Commission (ICSC) concerning the methodology to be used in the calculation of pensionable remuneration for staff in the General Service and related categories.

In accordance with this provision, ICSC promulgated revised scales of pensionable remuneration effective 1 September 2004.

It entered service in 1984, with about 40 produced by 1992.
