But what would happen then? There has always been a debate about whether it is possible to have a single market without a single currency.

Without a common resolution mechanism that levels the playing field, the common market will remain unfinished.

The single market principle was supposed to promote the efficient allocation of capital and labor.

Other major initiatives are taking place within sub regional groupings, in particular MERCOSUR.

At the XVIth Meeting of Ministers of Health of MERCOSUR and Associated States, Agreement No. 05 04 established the Intergovernmental Commission on Risk Management and Vulnerability Reduction within the Southern Common Market (MERCOSUR), providing as follows

The Common Market was defended at the outset in terms of the gains that would follow from increased trade.
