I welcome the memorandum of understanding finalized by the Government and the World Food Programme, which will ensure that these emergency needs are met.

Humanitarian access to affected populations is vital in situations where a State or party to a conflict that bears responsibility is unable or unwilling to provide for the basic needs of civilians on their territory.

In his report In larger freedom (A 59 2005), the Secretary General has proposed the establishment of a Peacebuilding Commission, together with a Peacebuilding Support Office, to help meet these needs.
