UNDP is in a unique position to take leadership and engage the entire United Nations system in a coordinated, effective country level implementation of the MDGs that empowers women and bridges gender gaps.

This segment will also consider the question of how the international development, trade and financial institutions can contribute to the assessment framework for the implementation of Goal 8 from the perspective of the right to development.

The paper analyses the existing framework of targets and indicators of Goal 8, assessing their suitability and efficacy in providing operative criteria for undertaking periodic assessments of progress in implementing the goal from the perspective of the right to development and suggesting additional criteria.

To achieve this purpose of assessing governance and public administration capacity, there is an alternative approach, namely, the use of criteria based assessment.

But to make ratings work, the raters need to be rated.

First, as noted above, it appears that the goal of Article 9 is being met in a systematic manner through, at a minimum, the Parties' participation in or funding of the Technology and Economic Assessment Panel and the Scientific Assessment Panel.

Evaluation

The evaluation of gender mainstreaming in UNDP was undertaken to identify gaps and further strengthen the UNDP approach to gender mainstreaming.

UNCTAD's work should be supportive of development goals, taking into account commitments undertaken by member States.

The task force will examine the kind of criteria that are relevant for assessing progress towards this goal from the perspective of the right to development and the scope for considering additional indicators to supplement the existing list of indicators for periodic evaluation of Goal 8,.

The RFC document itself, individual programme documents and corporate Strategic Results Framework Results Oriented Annual Reports (SURF ROARs) that pertained to relevant years during the RCF were all considered as potentially viable bases for the assessment of performance.

But it would strengthen raters positive incentives to compete with one another to produce accurate ratings, and to pursue innovations and improvements that enable raters to achieve that far more socially beneficial goal.

(c) The object of the complaint

The new global Evaluation Committee adopted a plan of action to strengthen the evaluation function throughout UNICEF.

A review of the Evaluation Unit's work plan to date also shows that its actual focus was more limited than stated by the policy.

OEDE provided guidance and support to the regional bureaux and country offices to build up evaluation capacity for effective conduct of decentralized evaluations.

Encourages the Evaluation Office to pay more attention to concrete development results that have been achieved and follow up on the recommendations of previous evaluations

The main thrust for the biennium will be that of expanding the culture of evaluation throughout UNODC, both through training as well as more direct involvement of the Unit in individual project level evaluations.
