Four additional stand alone claims were added to the thirtieth instalment in Procedural Order No. 2, having been identified as stand alone claims after the Panel signed its Procedural Order No. 1.

We welcome the Court's efforts to rationalize its operations and working methods, including the recent amendments to the Rule of the Court in order to prevent delays in the consideration of cases.

A proposal or a motion thus withdrawn may be reintroduced by any representative with its original priority, provided he does so promptly and it has not been substantially changed.

A motion requiring that no decision be taken on a proposal shall have priority over that proposal.

This was recorded in Procedural Order No. 2 dated 31 December 2004.

There were no breaches of criminal or procedural law that would lead to an overturn of the conviction.

By Procedural Order No. 5, dated 27 September 2004, the Panel stated that it did not accept the amendments proposed by Iran.

In Procedural Order No. 1, dated 11 August 2004, the Panel formally adopted the E2 claim for inclusion in the thirtieth instalment.

The other claim did not contain the claimant's affirmation concerning the losses claimed although the claimant was given an opportunity to remedy this formal deficiency.

A proposal or a motion may be withdrawn by its sponsor, at any time before voting on it has commenced, provided that it has not been amended by decision of the Conference.

After arduous discussions and considerable delay due to procedural manoeuvring and sometimes contradictory feedback from the Syrian authorities, a location was determined for the questioning of five Syrian officials.

4.3 In the State party's view, the Court, in dismissing the complaint as manifestly unsubstantiated on procedural grounds , did not decide on the merits, as a result of the petitioners' procedural mistake.

(l) To liberalize the system for maintaining public order

Syria sent a representative to Geneva to meet with the Commissioner at a time of his choosing, with various dates suggested before the issuance of the procedural report.

On 8 October 2004, the Panel issued Procedural Order No. 64 in which it gave notice of its intention to complete its review of the claims in this instalment and to prepare its report and recommendations to the Governing Council within 12 months.

Procedural Order No. 3 stated, inter alia, that within the time allotted to them during the oral proceedings, the Claimants and Iraq could raise any legal, factual and scientific issues related to the claims in the fifth F4 instalment on which they wished to elaborate further.
