Women have the most difficultly reaching office in single seat districts.

In nine legislative bodies in the region, women account for 10 or less of the members.

Returning the process to national capitals would shift the balance of power to domestic legislatures and national stakeholders.

But, despite this legislation, the percentage of women legislators in many of these countries remains very low.

According to available data, it is apparent that the application of obligatory candidate quota ensured a higher number of women in legislative bodies at all levels of authority, so it is necessary to keep this quota.

This means that governments are judged not by their ability to outmaneuver legislatures, but by the quality of their policies.

Under the programme newly elected women legislators and councilors were provided orientation to the political system, the legislative mechanism, constituency servicing, research and documentation and networking.

The matter was referred to the Supreme Court, which ruled that district council elections could be postponed until the National Assembly had been elected, without prejudice to the establishment of the Upper House and, therefore, to the legislative process.

The women maintained their positions as elected, increased their numbers on town councils and even taking into account that the number of seats was reduced in the House of Representatives, they proportionally increased their presence in the municipal legislature throughout the country.
