Ongoing discussions have been held with the Finance and Budget Network of the High level Committee on improvements to the financial statements.

The Tribunal has consulted the Accounts Division of the Office of Programme Planning, Budget and Accounts, and the financial statements have been amended accordingly.

The financial highlights, the audited financial statements and the Report of the Board of Auditors, along with the associated report of the Advisory Committee on Administrative and Budgetary Questions, will be submitted to the General Assembly at its sixtieth session.

The subvention should be equivalent to the amount of annual rental, maintenance and other administrative costs associated with conducting the core training programme for the previous year. The subvention should be subject to review by the Advisory Committee on Administrative and Budgetary Questions in the context of its usual consideration of the UNITAR budget for the next financial period.

Possible standards have been identified and final proposals will be submitted by the Task Force to the Finance and Budget Network for approval prior to their presentation to the Committee for endorsement.

To fulfil that mandate, UNOTIL must receive all the necessary financial, budgetary and administrative resources.

The budget proposal for fiscal year 2005, which is currently in an approving process in the Israeli Parliament, is a direct continuation of the destructive fiscal policies that are leading more families to poverty, with Palestinian women being the group most affected.

The system will be rolled out to field offices through the 2005 2007 period, and payroll, budget, and travel and expenses modules will also be developed and implemented, in order to enhance efficiency and financial management capacity.

The administrative office of the Tribunal would provide services to the secretariat of the Tribunal in connection with personnel, budgetary and financial administration and use of common services, together with the relating administrative support to the Tribunal when it is in session .

Administrative Services (AS) is responsible for the overall administration of the secretariat, and in that capacity develops and manages the implementation of policies and systems in the areas of finance, budget, human resources, procurement, and general services.

Further, the Committee notes that UNFPA is committed to implementing results based budgeting and that it is cooperating closely with UNDP and UNICEF in developing a common approach for the transition.

Under sub item 4 (c), the Board had before it a note by the Secretariat on scale of assessments for the fiscal period 2006 2007 (IDB.30 7) and PBC conclusion 2005 4.

The Conference agreed that the contact group established under the chairmanship of Mr. Wallace to discuss options for a sustainable financial mechanism for the Convention would also discuss matters related to the programme of work and budget for 2006.

The Director ad interim of the Office of the Programme Planning and Budget Division and the Acting Director of the Advisory Committee on Administrative and Budgetary Questions provided clarifications pertaining to the late submission of documentation.

Further action as regards enhanced alignment with UNICEF programme and budget cycles and processes will be discussed during the forthcoming programme and budget review, in July 2005.

In addition, ITC has requested guidance from United Nations Headquarters and has participated as a member of the working group on fraud of the Finance and Budget Network of CEB.
