New arrangements for monitoring member states budget balances have been introduced, but they can do nothing about the stock of debt outstanding.

5. Outstanding assessments as at 10 October 1994

In paragraph 74, UNFPA agreed with the recommendation of the Board of Auditors to implement a formal debt collection policy to facilitate the effective monitoring and recovery of outstanding receivables.

At present, unpaid assessments amount to some 22.7 million.

The buyer was ordered to pay the outstanding amounts owed on the contract.

(d) Outstanding loans to peace keeping operations

For the low income countries that actively participate in the Bank apos s Special Programme for Africa (SPA), the net present value of the debt servicing on all outstanding debt as of the end of 1991 based on scheduled payments was 42 billion.

Higher unpaid assessments for MONUC were offset by lower amounts outstanding for UNMIL.

Status of unpaid pledges as at 31 December 1993

Unpaid pledges are cancelled when a written request for cancellation is received.

The five successor States have proposed that the full amount of those unpaid contributions should be written off.

At present, unpaid assessments amount to 54.4 million.

The Board recommends that the Administration prepare a consolidated performance report on peacekeeping operations, an analysis of civilian support provided to military operations, regional and inter agency coordination efforts, Headquarters support functions and strategic imperatives.

The performance standards and indicators used to evaluate the performance of contractors had not been rolled out to all missions during the previous financial year.

However, five of the recommendations had not yet been implemented as at October 2005.

The Department of Peacekeeping Operations informed the Board that the Administration had developed a number of initiatives to ensure proper management of rations.

(d) To assess the efficiency and effectiveness of training activities for peacekeeping missions.

Thus leave statistics would only be one factor among other significant health indicators.

There are other liabilities other than debt.

These borrowings caused a surge in non performing bank loans in the early and mid 1990 s, when total non performing loans hit 40 of GDP.

The outstanding pledges recorded in the assets were therefore overestimated.
