The Committee stressed the importance of remote sensing technology for sustainable development and emphasized, in that connection, the importance of providing non discriminatory access to state of the art remote sensing data and to derived information at a reasonable cost and in a timely manner.

The Subcommittee noted that the development of space system based telemedicine was focusing on two areas remote medicine and support for long duration manned space missions.

Here, a minimum of two additional sensors are added to help the system work these are a steering wheel angle sensor, and a gyroscopic sensor.

It has close links to meteorology and climatology and also covers the design and construction of instruments for studying the atmosphere and the interpretation of the data they provide, including remote sensing instruments.

In the framework of the UNESCO ESA Earth Observation for Integrated Water Resources Management in Africa Space Hydrology International Partnership project, capacity building activities on the application of remote sensing to water resource studies will be initiated in 2005.

Remote sensing and telecommunications had become indispensable in agriculture, education, environmental protection, natural resources management and navigation systems.

(f) Cooperation with Brazil in the field of space communications and remote sensing of the Earth

The services are intended to respond to slow onset disasters such as famine and desertification, as well as to sudden emergencies such as tsunamis, earthquakes and floods. ZKI is a service of the German Remote Sensing Data Center (DFD) of DLR.

Significant changes in ground cover can be measured using remote sensing techniques.

Remote sensing technology, while comparatively cheaper than field surveys, can be made more accessible, and its use is facilitated by joint programmes among remote sensing specialists, soil scientists and end users in order to identify vulnerable areas.

The Committee also highlighted the importance of international cooperation among member States in the use of remote sensing satellites, in particular by sharing experience and technologies.

The Arab Center for the Studies of Arid Zones and Dry Lands (ACSAD), in cooperation with Remote Sensing in the Arab World, established the Arab Desertification Monitoring and Assessment Network (ADMANET).

The statement does not cover ballistic missiles passing through outer space, land based and air based missile defence systems or space sensors, or anti satellite systems other than space based systems.

In accordance with that work plan, specialized agencies such as WHO were invited to make presentations on space based telemedicine systems.

FAO has also supported the regional thematic programme networks (TPNs) in remote sensing and monitoring of desertification, soil conservation and fodder crops, and has participated in the TerrAfrica programme.

The Subcommittee also noted the development of a number of initiatives in the area of space system based telemedicine in developing countries.
