During the past year, United Nations reform has been high on my agenda.

Throughout last year, Security Council reform occupied a salient place in the discussions of the Members of the United Nations.

During the reporting period, reform of the public broadcasting system encountered some serious obstacles.

Health care reform has deeply divided the American public and US politicians alike.

Admittedly, the past year has not been a proud one for policy reform in Europe. Recessions have never proven an easy time for European leaders to push forward with reforms.

Solomon Islands acknowledges the Secretary General's report and values its input to the United Nations reform debate.

At this year's world summit, many heads of State and Government addressed the reform of the Security Council.

The turn of the year marked the successful end of the OSCE leading role in defence reform.

The Secretary General has rightly pointed out the need for continued reform of the Secretariat and of intergovernmental bodies.

We commend the Secretary General for submitting the report, which sets out a road map for our deliberations on the reform of the United Nations.

As the report of the Secretary General points out, the Palestinian Authority must push ahead with efforts to reform the Palestinian security services.

The reform of the United Nations also requires the reform of the Secretariat.

It has often been argued that Security Council reform will overshadow some of the other critical issues set out in the Secretary General's report.

Adequate modes and levels of involvement by ministries of finance and planning as well as reforms of the civil service and public sector need to be identified and ensured.

Equally important, reform of the Security Council was seen as part of the overall effort to reform the United Nations.

The reform of the public broadcasting system continued to trail behind other reforms required by the Feasibility Study.

We should recall that the last reform of the United Nations was in 1963, a good four decades ago.

The Secretary General's recommendations are timely with regard to the reform and renewal of the General Assembly, the Economic and Social Council and the Secretariat and the establishment of a Peacebuilding Commission.

In September, heads of State and Government requested the General Assembly to review progress on the reform of the Security Council by the end of this year.

His comments were followed by a give and take discussion on ways to facilitate the process of United Nations reform and renewal over the course of this critical year in the life of the Organization.

The United States appreciates the work of the Secretary General and your efforts, Mr. President, to achieve reform of the United Nations.

Under the auspices of the President of the General Assembly, discussions are currently taking place on the reform of the United Nations, including the proposal by the Secretary General to establish a Peacebuilding Commission.
