While this locust infestation was the worst in a decade, the problem is a recurrent one that calls for a more systematic, preventative approach.

Although repeated warnings were issued well in advance, donor support for dealing with the infestation picked up only after the destruction was well under way.

85. In October 1993, the Department of the Environment reported that it had discovered a re infestation of the Aëdes aegypti mosquito in the Territory.

The strategy adopted concentrated on fighting the pest, and insufficient attention was given to mitigating the impact of the infestation on local livelihoods and the environment.

Services included sewage disposal, storm water drainage, the provision of safe drinking water, the collection and disposal of refuse and the control of insect and rodent infestation.

39. In an effort to enhance the ability of the Plant Protection Department to fight an infestation of desert locusts, FAO is coordinating a locust control campaign.

The General Committee recommends the inclusion in the agenda of the current session of an additional item, entitled quot Emergency action to combat locust infestation in Africa quot .

The group referred to conditions in the facility as inhuman, citing such facts as overcrowding, rat infestation, sharing cells with mentally ill inmates, inadequate medical treatment and exposure to inmates with tuberculosis and AIDS. 15

There, earlier availability of funding would have enabled the Food and Agriculture Organization of the United Nations (FAO) to spray locust larvae in the early stages of infestation and thereby prevent the spread of the problem.

Report of the Secretary General and the Director General of the Food and Agriculture Organization of the United Nations on the implementation of General Assembly resolution 48 20 on emergency action to combat the locust infestation in Africa

Deeply concerned at the exceptional seriousness and real dangers of the current locust infestation in Africa and concerned at its resulting economic, social and environmental consequences, including the reduction of agricultural output and the displacement of affected populations,

1. Expresses its deep concern at the worsening locust infestation in Africa, especially in the Sahel and Maghreb regions, which threatens other regions of Africa, and reaffirms the need to accord high priority to locust control and eradication

The General Assembly decides to take note of the report of the Secretary General of the United Nations and the Director General of the Food and Agriculture Organization of the United Nations on emergency action to combat locust infestation in Africa.

Recalling the international strategy for the fight against locust infestation, particularly in Africa, adopted by the Economic and Social Council in its resolution 1989 98 of 26 July 1989 and endorsed by the General Assembly in its decision 44 438 of 19 December 1989,

2. Notes with satisfaction the efforts of the affected countries, and expresses its gratitude to donor countries, the Food and Agriculture Organization of the United Nations and other competent institutions of the United Nations system for their efforts to contain the locust infestation in Africa

Without going into details and figures, I would like to underscore Libya's contribution to various fields of development in African countries. We have provided assistance to combat epidemic diseases and overcome the effects of natural disasters including floods, droughts and infestation by locusts and other pests.

Bearing in mind climatic conditions in the Sahelo Saharan region, the Ministers agreed to coordinate action at all levels to mobilize support on the part of the international community with respect to desertification control and action to combat locust infestation, with a view to protecting the environment.

The request for the inclusion of this additional item in the agenda of the current session of the General Assembly is justified by the exceptional gravity and the real dangers of the scourge of locust infestation in Africa, which calls for urgent action by the international community.

The CHAIRMAN proposed that the Committee should take note of the report of the Secretary General of the United Nations and the Director General of the Food and Agriculture Organization of the United Nations on emergency action to combat locust infestation in Africa contained in document A 49 507.

Also at the same meeting, the General Assembly, on the recommendation of the General Committee, Ibid., para. 3. decided to include in the agenda of its forty eighth session an item entitled quot Emergency action to combat locust infestation in Africa quot and to consider it directly in plenary meeting.

Faced with this disturbing situation, the FAO, through its Director General, appealed to the international community on 2 August this year, alerting it to the deterioration of the situation in the affected countries and to the need to undertake immediate international emergency action to put an end to locust infestation in Africa.

The most recent information provided by the Food and Agriculture Organization of the United Nations (FAO) presents a detailed account of the deterioration of the situation in Africa and indicates that the anti locust campaigns have not so far succeeded in putting an end to the infestation, in particular because of the limited means available to the affected countries.
