The cost adjusted UNIDIR subvention in 2004 was 274,200 and is 202,300 in 2005.

Through the aforementioned report of the Director of UNIDIR, the Board of Trustees recommended continuation of a subvention from the United Nations regular budget. Such a subvention is important for ensuring the independence of the Institute.

For 2005, an advance of 546,200 has been released against an annual committed subvention of 1,092,400.

Information on the subvention for the Special Court for Sierra Leone is contained in paragraphs 18 to 20 of the performance report, while a detailed report on the subvention is presented by the Secretary General in A 60 572 Add.1.

Such a subvention is important not only economically, but also to ensure the independence of the Institute.

This would bring the total subvention to 33 million, for the period from 1 January to 31 December 2005.

An annual request for a subvention is based on the annual provision included in the programme budget of the biennium.

In order to supplement insufficient voluntary contributions, I sought a subvention of up to 40 million for the biennium 2004 2005.

A further subvention of 7 million would be required in 2006 to allow the Special Court to complete the existing trials.

The question of whether the General Assembly should grant a subvention to meet the expenses of the Special Court was not new.

In addition, the balance of 4.3 million of the subvention would be utilized to meet the liquidation of prior period outstanding obligations.

(b) Approve a subvention to UNIDIR of 476,500 (before recosting) from the regular budget of the United Nations for the biennium 2006 2007.

The Committee's observations and recommendations on the subvention for the Special Court for Sierra Leone are contained in paragraphs 16 to 20 below.

Consequently, in order to provide an annual subvention to the Institute for two years, it is necessary to amend article VIII of the statute.

In my report of 18 April 2005 (A 59 534 Add.4), I proposed an additional subvention of up to 13 million to finance the first six months of the fourth year of operations of the Court, until December 2005, and stated my intention to propose an additional subvention of up to 7 million for the Court in 2006.

The subvention should be equivalent to the amount of annual rental, maintenance and other administrative costs associated with conducting the core training programme for the previous year. The subvention should be subject to review by the Advisory Committee on Administrative and Budgetary Questions in the context of its usual consideration of the UNITAR budget for the next financial period.

The Secretary General was seeking an additional subvention of up to 13 million to finance the first six months of the Court's fourth year of operation.

Consequently, in order to provide an annual subvention to the Institute for at least three years, it is necessary to amend article VII of the statute.

(d) Further note that an additional subvention of 13 million would be required by the Special Court for the period from 1 July to 31 December 2005

In view of the importance of the United Nations subvention, continuing support for its increase and continuing cost adjustment is needed to facilitate growth in voluntary income.

In this connection, an additional subvention of up to 13 million is proposed for financing the first six months of the fourth year of operations of the Court.

It is on this basis that the Secretary General had anticipated a subsequent request of up to 20 million for a total subvention of up to 40 million.

The Advisory Committee was informed that for 2005, as has been the case since 2002, the subvention has been cost adjusted to take into account inflation and currency changes.

Ireland has been a major beneficiary of EU subvention since joining in 1973, and, in 2007, it was still receiving a net total of 500 million from the EU budget.

(b) Total income for 2005 is estimated at 4,040,000, from the following sources voluntary contributions and public donations ( 3,798,100) interest income ( 40,000) and the subvention from the United Nations regular budget ( 201,900).

Should the General Assembly agree with the above proposal, a subvention of 476,500 (before recosting) from the regular budget of the United Nations is proposed for UNIDIR for the biennium 2006 2007.

The Committee points out that it will be for the General Assembly, as a matter of policy, to decide whether another subvention should be made to meet the expenses of the Court.

In view of the perennial nature of the requirement for a subvention to UNIDIR, necessary provisions for this purpose have always been made in the proposed programme budget and subsequently appropriated for each biennium.

A provision of 104,000, representing 5 per cent of the total estimated expenditure less the amount of the United Nations regular budget subvention of 238,200 will be needed for programme support costs in 2006.

In the context of the 2006 07 provision for special political missions, he also intended to request, at the sixtieth session, a further subvention of 7 million to enable the Court to complete existing trials.

In that report, the Secretary General sought a subvention of up to 40 million to supplement voluntary contributions, including those that had been pledged but had not yet been paid, as well as those received.

As a result of that shortfall in voluntary contributions, the Secretary General reverted to the Security Council and sought a subvention under the United Nations programme budget for special political missions to supplement voluntary contributions.

In addition, in order to allow the completion of the third trial, it would be the intention of the Secretary General to propose an additional subvention of up to 7 million for the Court in 2006.

A note by the Secretary General on the continuing need for a subvention for UNIDIR was submitted to the General Assembly at its fifty ninth session, in September 2004 (A C.5 59 3 Add.1).

The proposed programme budget of the United Nations for the biennium 2006 2007, under section 4, Disarmament (A 60 6 (Section 4)), contains a provision of 476,500, representing the United Nations subvention to UNIDIR for the biennium.
