In that connection, NAM welcomes the report of the Group of Governmental Experts on the Relationship between Disarmament and Development (A 59 119) and its reappraisal of this significant issue in the current international context.

It adds that the right to review by a second court does not include the right to reappraisal of the evidence, but means that courts of second instance examine the facts, the law and the judicial decision, and, excepting a finding of arbitrariness or denial of justice, uphold it.

As a result of a comprehensive reappraisal of the role of the Commission, the Council, in its resolution 1139 (XLI) of 29 July 1966, renamed it the Commission for Social Development to clarify its role as a preparatory body of the Council for the entire range of social development policy.
