The EU Special Representative, in close cooperation with the European Commission, assumed a proactive role in explaining to the Bosnia and Herzegovina authorities and public that Belgrade had been required to meet tough conditions, including improved cooperation with the Tribunal and respect for the Constitutional Charter, before winning the European Commission's positive avis.
