The notice has to state that only one source was determined to be practicably available or that the contract is being awarded on an emergency basis, as applicable, and identify what is being procured, the contractor selected, and the date on which the contract was or will be awarded. The notice is to be published on the day the procuring entity awards or announces its decision to award the contract, whichever occurs first.
