The General Assembly decides to include in the provisional agenda of its sixty first session the item entitled United Nations conference to identify ways of eliminating nuclear dangers in the context of nuclear disarmament .

The International Convention for the Suppression of Acts of Nuclear Terrorism, which was adopted by the General Assembly in April, requires States parties to criminalize the unlawful possession and use of radioactive material and the unlawful use or damage of nuclear facilities.

My delegation was pleased to join the consensus in the Assembly in April when it adopted the International Convention for the Suppression of Acts of Nuclear Terrorism, which addresses the unlawful possession or use of nuclear devices or materials by non State actors.

The United Nations General Assembly, under the programme dealing with the establishment of nuclear weapon free zones, has for several decades been urging States of the region of the Middle East to accede to the Treaty on the Non Proliferation of Nuclear Weapons.

Year after year in the United Nations General Assembly, Cuba has supported many resolutions which, directly or indirectly, call for compliance with the objective of nuclear disarmament.

Likewise, at the level of the General Assembly, the Kingdom of Morocco has always supported the adoption of resolutions aimed at promoting nuclear disarmament and non proliferation.

It has supported the General Assembly resolutions adopted to that end, including resolution 58 34, entitled Establishment of a nuclear weapon free zone in the region of the Middle East and resolution 58 68, entitled The risk of nuclear proliferation in the Middle East .

The Security Council welcomes the adoption by the General Assembly on 13 April 2005 of the International Convention for the Suppression of Acts of Nuclear Terrorism by consensus.

Physical protection of nuclear material and nuclear facilities and assessment of vulnerability of nuclear facilities

Nuclear non proliferation, nuclear disarmament and peaceful use of nuclear energy should be given equal treatment.

One can therefore easily understand the reasons which lead the General Assembly of the United Nations each year to request the Conference to begin negotiations on the elimination of nuclear weapons and nuclear disarmament and in the meantime to reduce the threat posed by such weapons.

Achieving global nuclear disarmament will surely require new legal obligations for all states, nuclear and non nuclear.
