Can Minsk 2.0 Save Ukraine?

2.1 The authors are members of the Minsk Vaishnava community (community of Krishna consciousness), one of seven such communities registered in Belarus.

It was reported that on or immediately before 18 April 2004, unknown persons broke into Mr. Marynich's country cottage in the village of Zatsen, Minsk region.

On 26 April 2004, Mr. Marynich was apprehended by members of the State Security Committee (KGB) and placed in the KGB pretrial detention centre in Minsk.

On 21 December 2002, the authors filed an application for supervisory review with the President of the Minsk City Court this was dismissed on 17 February 2003.

On June 7, a hundred cars blocked roads in central Minsk to protest a 30 increase in fuel prices a daring act in Europe's most formidable police state.

Moreover, since Mr. Marynich was detained, he has lodged with the KGB Investigations Department, the Minsk Prosecutor and the Belarus General Prosecutor more than 70 motions against his detention.

(b) Agreement on cooperation between the Ministry of Natural Resources and Environmental Protection of Belarus and the Ministry of Natural Resources of the Russian Federation (Minsk, 14 March 2000)

The Embassy of the United States of America in Minsk did not agree with the opinion of the court that computers had been stolen, which also supports Mr. Marynich's innocence.

Among the numerous treaties signed by the former republics, in order to direct the transition period, was a temporary agreement on general purpose forces, signed in Minsk on 14 February 1992.

2.7 On 24 September 2002, the authors appealed the C.R.N. 's refusal to register the association in the Central District Court of Minsk the appeal was dismissed on 18 October 2002.

On 18 October 2002, the Central District Court of Minsk rejected the authors' appeal against the C.R.N. 's decision on the same grounds this decision was in turn affirmed on appeal.

It is difficult to fathom why 10  communities could be a prerequisite to educational activity, especially since one community, such as that in Minsk, may be larger than many small separate communities.

We remind the General Assembly that Armenia is negotiating on behalf of Nagorny Karabakh within the OSCE Minsk group framework because Azerbaijan refuses to negotiate directly with the authorities of Nagorny Karabakh.

The Government limited itself to informing the Working Group that on 29 April 2004 the Prosecutor in Minsk chose detention in custody to be applied as a preventive measure (see paragraph 15 above).

The OSCE serves as mediator through the Minsk Group co chairs (the governments of France, Russia, and the United States) in the most explosive of all the conflicts and security threats in the Caucasus.

Demonstratively hostile to the interests of both Belarus and Ukraine, the pipeline is intended to ensure that these countries are under Russia s energy thumb, regardless of who is in power in Minsk and Kiev.
