The sea has a severe climate with temperatures below 0 C (32 F) over more than 9 months per year, low water salinity, scarcity of flora, fauna and human population, and low depths (mostly less than 50 meters).

Although parties to the Convention are obliged to adjust their national legislation in order to criminalize the illegal trade in endangered species of wild fauna and flora, not all of them have established the appropriate legal framework to comply with that obligation.

Measures must also be taken to halt the disturbing decline in fauna and flora at all levels in order to progress towards the 2010 targets under the Convention on Biological Diversity, and to provide all necessary assistance for that purpose to the developing countries.

Venezuela is also party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the Convention on Biological Diversity, which we consider to be the appropriate legal framework for regulating the conservation and the use of biological diversity in all its aspects.

Fauna 1,100 species of fauna have been recorded within the park, the majority of which are birds.

Although it was recognized that States had sovereign rights over their own biological and genetic resources, there was a call for international cooperation and implementation of the relevant international instruments, such as the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the Convention on Biological Diversity.
