As demand for ethylene and other petrochemicals rose, a third complex was constructed which began production in 1972.

Of the commonly produced compounds, ethylene dibromide is of greatest concern as it is both highly toxic and highly carcinogenic.

In chemistry, vinyl or ethenyl is the functional group CH CH2, namely the ethylene molecule (H2C CH2) minus one hydrogen atom.

However, by that time, the name ethylene was deeply entrenched, and it remains in wide use today, especially in the chemical industry.

Switzerland reported consumption of 4.730 ODP tonnes of carbon tetrachloride and 348.300 ODP tonnes of methyl chloroform in 2004 for essential uses.

The current year, 2005, will see Parties undertake commitments to further controls on CFCs, halons, carbon tetrachloride, methyl chloroform and methyl bromide.

Instead, they should provide the automobile industry with incentives to develop alternative technologies that rely on bio mass fuel, ethylene, hydrogen, and even natural gas during a transition period.

Other representatives stressed the need to consider additional reduction steps for methyl bromide, as well as the variable reporting of carbon tetrachloride data.

The fluids that can be used in these traps include formalin (10 formaldehyde), methylated spirits, alcohol, ethylene glycol, trisodium phosphate, picric acid or even (with daily checked traps) plain water.

Titanium metal was not used outside the laboratory until 1932 when William Justin Kroll proved that it could be produced by reducing titanium tetrachloride (TiCl4) with calcium.

In previous years, Switzerland has reported consumption of carbon tetrachloride and methyl chloroform for laboratory and analytical uses consistent with the Protocol's global laboratory and analytical use exemption.

The representative of Chile, speaking on behalf of the group of Latin American and Caribbean countries, introduced her proposal for a draft decision on laboratory and analytical uses of carbon tetrachloride for Parties operating under paragraph 1 of Article 5.

The Committee observed that, at its first meeting, it had considered notifications concerning regulatory actions on methyl bromide and on carbon tetrachloride, some of which were based on decisions or assessments under the Montreal Protocol on Substances that Deplete the Ozone Layer.

The draft decision would allow Parties operating under paragraph 1 of Article 5, from 2006, to apply the same procedures for laboratory and analytical use exemptions for carbon tetrachloride as currently enjoyed by Parties not operating under paragraph 1 of Article 5.

Taking into account that carbon tetrachloride has an important use in laboratory and analytical processes, which are also fundamental for many applications in the Parties operating under Article 5, and that alternatives are not yet available to allow application of international standards,

ATN occurs when the epithelial cells that line the kidney are destroyed by either a lack of oxygen (such as in hypovolemic shock, when blood supply to the kidneys is dramatically reduced), or by toxins (such as some antibiotics, heavy metals or carbon tetrachloride).

The study noted that three Parties operating under Article 5 accounted for 97 per cent of the total consumption in that area, and that each of those Parties had national carbon tetrachloride phase out plans either already in place or in prospect for new uses.

The Committee also recommended that table B of decision XV 7 be updated to reflect any changes made to table A and that Israel be included in table B because its use of carbon tetrachloride (CTC) for removing nitrogen trichloride (NCL3) in the production of chlorine was a well known process agent use.

(ii)b. A prior informed consent (PIC) process could be implemented under the Protocol through the appropriate legal mechanism. In this regard, the meetingparticipants wereas informed that in the European Union (EU), the PIC provision of the Rotterdam Convention has been implemented through EU regulation 304 2003, and that this regulation includes two ODSs carbon tetrachloride and methyl chloroform.

The Medical ApplicationsAerosols, Sterilents, Miscellaneous Uses and Carbon Tetrachloride Technical Options Committee and the Technology and Economic Assessment Panel will also review as well as the 2006 nomination submitted by the Russian Ffederation in for The Open ended Working Group will be expected to consider the recommendations of the Technology and Economic Assessment Panel on these matters and make recommendations as appropriate to the sSeventeenth Meeting of the Parties.
