Specifically, the Agreement provides for the devolution of power to the very areas where grievances have centred on exclusion from political access and economic benefit.

The hope is to agree on a new, more liberal constitution that will strengthen the rights of Turkey s largest ethnic minority and include substantial devolution of power to regional governments.

The progress made in the area of local Government reform is commendable and needs support so as to increase the pace of the devolution of authority at the local level.

This commitment has yet to be translated into an overall government approach and coherent action, but there appears to be strong momentum for devolution of authority to the local level.

Change did not occur in a uniform manner and the devolution of power over local government to Scotland, Wales and Northern Ireland means that future changes are also unlikely to be uniform.
