The estimates for 2006 contributions are conservative.

The practice of annual voluntary contributions should be reviewed, for such contributions were by nature unpredictable and always insufficient.

For example, in 2004, total contributions amounted to 1,238.8 million.

Voluntary contributions are expected to cover about 95 per cent of total budget volume for 2006 2007, of which 72 per cent are cash contributions to the GF, 20 per cent cash contributions to projects, and about three per cent are in kind contributions.

Other resources contributions, especially for relief and rehabilitation activities, remain difficult to project, and thus represent the most volatile component of UNICEF contributions.

The Contributions Service also provides support to pledging conferences for development activities.

Mr. Simancas (Mexico) expressed concern about the plan to use assessed contributions to make up the projected shortfall in voluntary contributions for disarmament and demobilization activities.

Reintegration activities should be financed from voluntary contributions and the Secretary General should continue his efforts to secure donor contributions for reintegration at the earliest possible opportunity.

In order to secure payment of obligatory contributions for social welfare and pension insurance, the Federation authorities have developed rules and regulations on contributions and on income taxes to identify the lowest basis for calculating contributions and taxes, up to 55 per cent of the latest statistically registered salary.
