The challenge for governments was to tale advantage of existing positive corporate contributions.

Contributions from developed countries accounted for approximately two thirds of total contributions to trust funds, reaching 17.4 million in 2004, an increase of 6.3 per cent over the previous year.

Such in kind contributions have included the provision of junior professional officers (currently designated associate experts ).
