It updates the information provided in two earlier documents, the report on the implementation of the recommendations of the Board of Auditors for the biennium 2002 2003 (DP 2005 11) and the report of the Board of Auditors on the implementation of its recommendations relating to the biennium 2002 2003 (A 60 113), based on an update provided by UNDP in April 2005.

I wish to state my delegation's position on Security Council reform, particularly with regard to draft resolution A 59 L.64.

On the basis of that overarching position, and guided by its responsibility as a permanent member of the Security Council, Russia will continue to advocate reaching the necessary agreement.

According to its founding statute, its expenses were to be met from voluntary contributions, a position that been reiterated by the UNITAR Board in document A 59 271.

These countries attitude reflects that of the Arabs themselves.

The participants also stressed the need for the Human Rights Council to respond to recommendations of special procedures and to ensure that its decisions were properly followed up.

These states were to have a force of 200 galleys, 100 other ships, 50,000 infantry, 4,500 cavalry and adequate artillery ready by 1 April each year.

The statement reflected the position of the United States, not that of the international community.

The African common position as reflected in the Ezulwini Consensus and the Sirte Declaration very clearly sets out the African Group's position as regards the expansion of the Security Council.

A ministerial follow up mechanism comprising 15 countries was also called for by the African Union Assembly to promote Africa's position at the United Nations in a collective and united manner, as well as to ensure its aspirations as set out in the Ezulwini Consensus and the Sirte declaration.

In line with the position of the Secretary General, we call for greater involvement in the Security Council's decision making process by those countries contributing most to the Organization in military, diplomatic and financial terms.

I take this opportunity to reaffirm the position of the Syrian Arab Republic set out in its letter dated 9 February 1998 (S 1998 111, annex) addressed to the President of the Security Council.
