This transfer was carried out without the authorization of the National Institute of Prisons and Penitentiaries (INPEC).

In order to ensure independent monitoring of prisons, legislation was planned to strengthen parliamentary oversight through the human rights Ombudsman.

(f) The changes to Corrections policy and practice implemented to give effect to the recommendations of the Arbour Report on the treatment of female offenders in the federal prison system

Leading issues under consideration included the proper administration of prisons, possible alternatives to imprisonment, modes of rehabilitating convicts, treatment of juvenile offenders and extradition treaties.

For example, direct ballots on hot button issues made prison sentencing mandatory, while simultaneously reducing taxes and funding for prisons.

Persons sentenced to life imprisonment or long prison terms for the commission of crimes shall serve their sentences in specialized prison facilities under special regime arrangements.

At the close of the International Congress in London, the International Prison Commission was formed to collect penitentiary statistics, encourage penal reform and convene further international conferences.

In order to address this situation, the Ministry of the Interior and Justice and INPEC need to continue to take measures to define and implement a policy for prisons and jails that is more in line with international norms.

11. Requests the Secretary General to ensure adequate oversight of prison facility upgrade projects and the subsequent maintenance of minimum international prison standards where those maintenance costs are borne by the United Nations

Prisons are run by prison governors and every prison has an officer who answers to the governor for the enforcement of prison laws and regulations in the prison which he runs and for the guarding of prisoners.

(g) Anyone sentenced to death shall have the right to seek pardon, or commutation of sentence pardon or commutation of sentence may be granted in all cases of capital punishment

The Ministry of Human Rights regularly organizes scheduled visits to prisons in the governorates in order to see at first hand the environment in which prisoners are held, to gain a better understanding of their living conditions, and to examine the state of the prisons and prisoners.

The Special Rapporteur is encouraged to note that in 2005, the International Committee of the Red Cross (ICRC) continues to have regular access to prisons, labour camps and hospitals in order to monitor the treatment and living conditions of persons detained therein.

Although some prison reconstruction is under way through the efforts of UNODC and donors, more resources are required to keep pace with the ongoing reforms within the justice sector.
