These States are SOLAS Contracting Governments are under the purview of the Maritime Safety Committee (MSC) of the IMO.

The MSC approved, in December 2004, the thematic priorities for the technical co operation programme in the area of security for 2006 2007.

The development of the ILO IMO Code of Practice on Security in Ports, which is a joint work with the International Labour Organization (ILO) has been completed and the code has been approved by the ILO Governing Body in March 2004 and by the MSC in May 2004.

We would emphasize the need to ensure effective coordination and cooperation in the process of integrated ocean management so as to promote sustainable fisheries, enhance maritime safety and protect the marine environment from pollution.

Since February 2002, the MSC established the Maritime Security Working Group (MSWG) which meets during each session of the MSC, in parallel to the plenary session and intersessionally when required.

In addition, the Maritime and Port Protection Committee was set up.

The MSC and its subsidiary bodies continue the work on the long range identification and tracking which is one of the security related measures proposed in February 2002 which is still under development.

The safety standards in the U.S. are set by the Federal Communications Commission (FCC).

According to the United States Marine Mammal Commission, 136 marine species have been reported in entanglement incidents in the wider United States area, including 6 species of sea turtles, 51 species of seabirds and 32 species of marine mammals (Marine Mammal Commission, 1996).

Based on the team's recommendations, the government established an inter ministerial commission on the survey of continental shelves and maritime resources.

We are pleased with the attention given to the issues, such as maritime security, the sustainable management and conservation of marine living resources, and the work of the Commission on the Limits of the Continental Shelf (CLCS).

The Monitoring Group will continue to work with IMO to bring some of these projects to fruition, with a view to ensuring safety for the Somali coastline and to improving in particular the enforcement of the arms embargo violations along the coastline.

Since 1 January 2004, the Maritime Safety Division of the IMO Secretariat has been re organized and re structured in a manner which has led to the establishment of a dedicated Maritime Security Section under the Sub Division for Operational Safety, Security and Human Element.

Consequently, during the seventy ninth session of the IMO Maritime Safety Committee it was indicated in paragraph 18 of document MSC 79 2 1 Add.1 that the Council had noted paragraph 109 of the Monitoring Group report, and supported the Group's recommendation in paragraph 195 of its report (S 2004 604).

More generally, it was suggested that obligations relating to maritime safety should not be open to derogation under the draft instrument, but support was also expressed for the contrary view that safety issues should instead be left to public law.

The States of the Caribbean Community have also recognized the link between that often overlooked aspect of the Convention and the use of marine resources for sustainable development, the improvement of navigational safety and its contribution to the prevention of disasters, especially in the development of early warning systems.
