OIOS greatly appreciates the cooperation extended to it by the military and civilian management and staff in the field and in New York during the review.

The use of common statistical indicators at Headquarters, UNOG, UNOV and UNON now allows for meaningful comparisons in the delivery of conference services by the four duty stations.

The Division of Safety and Security Services, which unifies the separate safety and security structures at Headquarters in New York and at the offices away from Headquarters, became operational in April 2005 with skeleton staffing reassigned from other organizational units of the Department of Safety and Security.

OIOS audits covered operations in 26 countries in the Field, and the payroll, mobility and hardship allowance and various aspects of the Management Systems Renewal Project (MSRP) at Headquarters, as well as conducting a comparative review of the functions of desk officers at Headquarters.

Long service step

The Procurement Working Group failed to explore the option of merging all the procurement services at Headquarters into a single entity for various reasons cited by the organizations as obstacles to common services, and concerning each organization's corporate identity, specialized operations, or procedural differences specific to their business processes and accountability systems.

At headquarters, OIOS audited UNHCR's Payroll, Mobility and Hardship Allowance and various aspects of the Management Systems Renewal Project (MSRP) and conducted a Comparative Review of the Desk Function.
