Twelve members of the Committee shall constitute a quorum.

If this quorum does not exist, the session shall be postponed for 24 hours and the quorum required shall be the presence of the delegates of the Members holding at least 85 per cent of the total participation shares allotted to the Members.

Thus, one had to coordinate ten such funds to reach the quorum.

There have been instances in the past where meetings of the States Parties have been substantially delayed or called off due to the lack of quorum.

That creates procedural difficulties for the Assembly of the Authority and impedes its efficient operation, since the quorum required under the Convention is a presence of one half of the members.
