Peaceful uses

The use of nuclear technology for peaceful purposes is a right that is guaranteed by the NPT.

Many nuclear technologies, materials and items are subject to broad restrictions under the pretext of proliferation.

The IAEA's work in the development and safe use of peaceful nuclear technology, including nuclear energy, is also of extreme importance to the entire international community.

As we seek to operationalize our energy security plan, we envisage the importation of nuclear plants and other relevant civilian nuclear technology.

We applaud the Agency's continued fulfilment of this role as a catalyst for development of nuclear technology by the developing countries and as an agent for maintaining the safe use of nuclear energy.

At the same time, the Treaty is an instrument for promotion of the peaceful uses of nuclear energy, in particular the exclusively peaceful use of nuclear technology, which, were it to be diverted for illicit purposes would represent a serious threat to the international peace and security.

Not only has the number of nuclear states increased, but the so called nuclear renaissance the revival of nuclear power, owing to rising oil prices and environmental concerns has put nuclear technologies into growing use.

The spread of nuclear technology has exacerbated a long standing tension within the nuclear regime, arising from the simple fact that the technology required for civilian nuclear fuel can also be used to develop nuclear weapons.

Mexico has the capabilities to manufacture nuclear weapons, but abandoned this possibility with the Treaty of Tlatelolco in 1968 and pledged to only use its nuclear technology for peaceful purposes.

Nuclear power must be subject to stringent safety standards in order to ensure that nuclear technology was used exclusively for peaceful purposes beneficial to all, and account must be taken of fuel cycle related problems.

Its responsibilities will be to plan, coordinate and carry out activities to promote nuclear technology, taking as a basis the general guidelines set by national nuclear policy.

As events in Pakistan illustrate, the spread of nuclear technology does not extend the stability that comes with mutual deterrence.

Of course, Japan itself already possesses both nuclear technology and solid fuel missiles.

It is a matter of satisfaction that the Agency has been playing an ever increasing role in the application of nuclear technology for peaceful purposes.

Part II, Section 16A Permit to establish a facility includes appropriate procedures at the facility for the implementation of the Australian safeguards system in relation to nuclear material and associated items to be stored or used at the facility and adequate physical security applied to nuclear material and associated items at the facility.

The Conference urges that nuclear export controls be strengthened to take into account the possibility that nuclear related equipment, material or technology could be diverted to terrorists.

As a member of the Board of Governors of the International Atomic Energy Agency (IAEA), Slovakia recognizes the right to the peaceful use of nuclear energy without the possibility of misusing that technology to produce nuclear arms.

The States parties remain concerned about the ability of certain States not parties to the Treaty to obtain nuclear materials, technology and know how to develop nuclear weapons.

Secondly, the Islamic Republic of Iran believes that it is necessary to revitalize the Treaty on the Non Proliferation of Nuclear Weapons (NPT) and, as I proposed earlier, to create an ad hoc committee to combat nuclear weapons and abolish the apartheid that exists in the field of peaceful nuclear technology.

India s concerns also focus on China s ongoing supply of arms, including missiles and nuclear weapons technology, to Pakistan.

The promise that such advanced nuclear technologies held for addressing the needs of the developing world could not be abandoned.

Here, the non proliferation dikes failed.

Moreover, only new strides towards disarmament by the big nuclear powers, and a guarantee of access to technology and know how under international control, can stop the trend toward nuclear sovereignty.

The need for such a treaty is all the more urgent in view of the increasing risk of proliferation of nuclear weapons and the revelation of an extremely extensive black market in nuclear technology.

In addition to electricity generation, nuclear technology may help tackle some old as well as contemporary development challenges that we confront.

While guaranteeing Member States the legitimate right to peaceful uses of nuclear energy, the Agency should also continue its efforts to ensure that nuclear technology is not diverted in such a way as to further any military purpose.

Another fissile isotope, uranium 233, can be produced from natural thorium and is also important in nuclear technology.

The Government of the Federal Republic of Nigeria remains committed to the three main pillars of the Agency's mandate and activities namely, cooperation for peaceful nuclear technology, safeguards and verification.

However, it was in favour of integrating into the domestic legislation of all States parties provisions criminalizing illegal activities in the area of nuclear technology.

Of course, historical analogies are imperfect. Obviously, cyber technology is very different from nuclear technology, particularly because non governmental actors can exploit it much more easily.

As one of the earliest members of the IAEA, Pakistan has long been a strong advocate of promoting and harnessing nuclear technology for peace, progress and prosperity for all.

Malaysia continues to recognize the value of nuclear technology for the achievement of sustainable development and the process of nation building, as well as the role played by the Agency in that regard.

The right of a State to develop fuel cycle technology must be considered in the context of its NPT nuclear non proliferation obligations.

Neither the NPT negotiations nor the text of the Treaty even slightly imply any limit on any specific field of nuclear technology, including the enrichment and fuel cycle fields. The practice of the States parties is also a confirmation of this understanding of the Treaty.

By Act No. 15,809 of 21 April 1986, articles 1 and 340, the National Office of Nuclear Technology was established, and will be in charge of carrying out the subprogramme on promotion of nuclear technology under Programme 012 on research on the use of atomic energy.

We believe a new framework is needed to limit the spread of sensitive nuclear technology, while respecting the right of NPT parties to peaceful nuclear energy.

So, technology is selfish technology is generous.

Unfortunately the developing States Parties to the NPT face wide range of impediments in expanding their efforts in the exercise of their rights for the application and use of nuclear technology for peaceful purposes.

Iran remains several years away from mastering the technology needed to build nuclear weapons, which provides time to search for such diplomatic openings.

By aiming to ensure that nuclear materials and facilities do not contribute to nuclear proliferation, the Treaty creates the necessary environment for technological transfer and cooperation.

In conclusion, my delegation reaffirms its full support for the indispensable role of the Agency in facilitating the development and practical application of atomic energy for peaceful purposes, in technology transfer to the developing countries and in nuclear safety, verification and security.

Through close cooperation with IAEA and other States parties to the Treaty on the Non Proliferation of Nuclear Weapons or members of the Agency, Switzerland is actively combating the illegal trade in nuclear technology.

The States parties reaffirm their inalienable right to engage in research, production and use of nuclear energy for peaceful purposes without discrimination and that free and unimpeded and non discriminatory transfer of nuclear technology for peaceful purposes to all States parties should be fully ensured.

In addition, a number of countries with nuclear energy programs have the capability, if they choose, to manufacture nuclear weapons within a matter of months if their security perceptions change, because they have mastered the critical technology uranium enrichment and plutonium reprocessing.
