List of inventory review resources relevant for the calculation of adjustments

The secretariat selects experts for these teams from nominations by Parties to the roster of experts. Invitations to participate in the review are copied to the national focal point.

The Subsidiary Body for Implementation (SBI) requested the secretariat to prepare a note on streamlining these review processes, in order to avoid possible duplication of effort and ensure efficient use of available resources.

This appendix lists inventory review resources relevant for the calculation of adjustments using the adjustment methods and approaches described in the technical guidance.

The use of drivers or approaches and tools for clustering of inventory data other than those recommended in the inventory review resources listed in appendix I should be explained and justified.

All procedures are now in place however, the secretariat has not yet received any confidential inventory information from a Party.

As of 2004 only experts who have successfully passed the examination for the training programme can participate in an inventory review.

The inclusion in the inventory review resources listed in appendix I of drivers and approaches and tools for clustering of inventory data should be subject to guidance by lead reviewers in accordance with the provisions of appendix I.

Lead reviewers also discussed technical issues that have arisen in the review of GHG inventories, including review of a GHG inventory that is a compiled from different national inventories, and the assessment of the choice of methods used in the preparation of an inventory estimate.

As a result, experts from Denmark, Egypt, Iceland and South Africa are expected to participate in an inventory review in 2005.

If national data as indicated in paragraph 2528 above are not available or are not deemed suitable for the respective adjustment case, expert review teams should select data from the recommended international data sources included in the inventory review resources listed in appendix I.

The information contained in the inventory review resources listed here will be maintained by the UNFCCC secretariat and made available to expert review teams by electronic means.

Decision 12 CP.9 further requires that all members of expert review teams must sign an agreement for expert review services, which specifies the responsibilities, expected time commitment, and appropriate conduct for expert review team members, in particular with respect to the protection of confidential inventory information.

As a notable example, 17 experts from New Zealand and Japan took the inventory review course online, and took an examination in Wellington, New Zealand.

Expert review teams should not conduct time consuming searches for national data that have not been made available to the review team by the Party, or generate new country specific data.

The third meeting of inventory lead reviewers was held in Bonn, Germany, from 13 to 15 April 2005.

Individual inventory reviews

In 2004, individual inventory reviews were conducted for 36 Annex I Parties, as follows

Expert review teams shall, under their collective responsibility, calculate, document and recommend adjustments in accordance with the provisions for the review of annual inventories under Article 8 and this technical guidance.

The COP also requested the secretariat to include in this report information on its inventory review training programme, in particular on examination procedures and on selection of trainees and instructors.

The Meeting noted various options for creating inventories, including the experience of some entities with maintaining such inventories.

National systems should be designed and operated to support compliance with Kyoto Protocol commitments related to the estimation of anthropogenic GHG emissions by sources and removals by sinks.

This technical guidance establishes general and specific procedures and methods for use by expert review teams to calculate adjustments.4 These procedures and methods are supplemented by inventory review resources listed in appendix I to this technical guidance, which will also facilitate consistency in calculation of adjustments by expert review teams.
