After assessing the situation, I recommended that the presence of the United Nationsd Mission in Sierra Leone (UNAMSIL) be extended for a final period of six months, until the end of 2005.

I issued a report (A 59 354) in September 2004 in response to the report of the Panel. I commended the report of the Panel to the attention of the General Assembly and made specific recommendations on how it could be implemented.

I have also recommended practical measures that can improve access to civilians in armed conflict, such as defining clear conditions for humanitarian access in any terms of engagement and the use of framework agreements, such as were used in Operation Lifeline Sudan.

A gentler way to achieve some modest reduction in public and private debt burdens would be to commit to a period of sustained but moderate inflation, as I recommended in December 2008 in a commentary entitled Inflation is Now the Lesser Evil.

In order for UNOCI to fully discharge its mandated responsibilities and to carry out the additional tasks envisaged under the Pretoria Agreement, the emergency reinforcements recommended in my third and fourth reports are still urgently needed.

Given the changed political situation in the country, I would like, furthermore, to refer to the proposals contained in my report of 12 September 2005 (S 2005 575), in which I recommended a revision of the UNOGBIS mandate to allow the Office to adjust to the post transitional challenges the country now faces.
