As this is indeed the first time it has been my privilege to take part in this important forum, I would first of all like to congratulate you on taking the Chair of this Conference and express my support and the support of my delegation for your efforts directed at the adoption of a programme of work which will be satisfactory for all members.

This is not the first time that I am addressing the General Assembly, having already had the honour of doing so on a number of occasions, most recently at the Millennium Summit, which proposed a global plan of action for a more just and more equitable world.
