Consequently, our delegation considers that the so called 2005 world summit outcome document is valid only as a working paper and that reference to it does not give rise to any obligation or mandate for the Republic, since we consider it null and void.

Mr. Cumberbach Miguén (Cuba) (spoke in Spanish) When the 2005 World Summit Outcome (resolution 60 1) was adopted, our delegation clearly indicated its dissatisfaction with the section on various questions related to the international development agenda.

Many of the ideas our delegation expressed during the consideration of the reports submitted by the High level Panel on Threats, Challenges and Change (A 59 565) and by the Millennium Project are also relevant to this debate.

Our delegation wishes to reiterate Cuba's willingness to continue to work towards agreement on global actions in the field of public health in order to help those most in need and to contribute to creating a better world for all.

My delegation welcomes the report on the contributions by almost 700 civil society organizations from over 100 countries, as appears in the annex to UNESCO's report (A 60 279).

In 2002, Cuba actively participated in two of the meetings devoted to negotiating the international Code of Conduct against Ballistic Missile Proliferation, when our delegation set out our main substantive and procedural difficulties.

Our delegation has consistently favoured comprehensive development and improvement of cooperation between the United Nations and its Security Council and regional and subregional arrangements based on the firm foundation of the United Nations Charter, in particular Chapter VIII, duly taking into account the comparative advantages of those organizations.

Our delegation will therefore not join the consensus on the draft resolution, and it disassociates itself from the draft resolution's language on universal access to treatment for all those that need it, contained in paragraph 12, which repeats the step backwards taken by paragraph 57 (d) of the September 2005 summit outcome document.
