Negative security assurances are vital to the strengthening of the NPT.

Discussions about nuclear disarmament and negative security assurances for non nuclear weapon States should also help strengthen the role of the Conference in multilateral arms control and disarmament.

Developing and developed countries differ in their use of export subsidies, the former tending to rely on a more selective approach and the latter tending to use, inter alia, export promotion regimes, export financing and export guarantees.

While one can understand the domestic political imperatives that have led to subsidies and guarantees, developed countries need to recognize the global consequences, and provide compensatory assistance to developing countries.

In that regard, we welcome the progress made through the Six Party Talks and the commitment undertaken by the Democratic People's Republic of Korea to abandon all nuclear weapons and existing nuclear programmes and to observe the Treaty on the Non Proliferation of Nuclear Weapons and the IAEA safeguards.

And also the initiative by Ambassador Wegger Strømmen of Norway, which enabled four formal meetings to be held on each of the four items identified as matters of priority nuclear disarmament, fissile material, negative security assurances and the arms race in outer space.

The Commission encourages the Government to adopt a gender perspective while addressing the problem of impunity, and the guarantees of the rights to truth, justice and reparations of victims of the armed conflict, as well as in the development and implementation of public policies to address poverty and social and economic inequalities.
