The Conference agreed that the Bureau would serve as the credentials committee for the current meeting.

In view of the significance of this issue, I would appreciate the circulation of the present letter as a document of the High level Plenary meeting as well as of the sixtieth session of the General Assembly.

As he had yet to receive proper credentials from some of the States parties represented at the Meeting, he suggested that, in accordance with rule 3, the representatives of those States parties should be entitled provisionally to participate in the Meeting and urged them to submit their credentials as soon as possible.

The Heads of State and Government of AOSIS requested the Chairman to submit this Communique to the Secretary General for circulation as an official document of the International Meeting.

He also expressed appreciation and gratitude to the Government of the United States of America for its generous contribution, which had allowed the holding of the meeting, as well as for the documentation submitted.

The documents for the second meeting of the Conference of the Parties were distributed by the end of July 2005, and were posted on the Rotterdam Convention website (www.pic.int).

The credentials of representatives and the names of alternate representatives and advisers shall be submitted to the Executive Secretary of the meeting if possible not later than twenty four hours after the opening of the meeting.

The Conference of the Parties may wish to invite the secretariat to prepare a paper on the scope of decision guidance documents and the feasibility of a process for the updating and refinement of decision guidance documents for the next meeting of the Chemical Review Committee in preparation for a discussion of this issue at its third meeting.

I should be grateful if you would have the report published and circulated as a document of the General Assembly under agenda items 46 and 120 during the High level Plenary Meeting.

Rule 2 provided that credentials of representatives and the names of members of delegations should be submitted to the Secretary General not less than one week before the date of the opening of the Meeting.

The annotated agenda for the meeting (UNEP POPS COP.1 1 Add.1) will identify the issues for discussion and the meeting and information documents pertaining to each issue.
