In the view of the ICRC,

In the opinion of the Committee, such findings raise the question of the accountability of author departments.

It is the view of the Advisory Committee that the post should be approved at the P 5 level.

The Committee finds the allocation of responsibilities among the three teams to be uneven.

The Committee considers that this claim should be examined on the merits.

The Committee therefore finds that it should consider the new medical documentation made available to it.

In the view of the Committee, that decision would prejudice the outcome of final status negotiations.

The Committee considers that, in relation to those incidents, the author did exhaust all domestic remedies.

The Committee considers that the authors have exhausted domestic remedies in relation to the claim in question.

The Committee considers that OIOS should set the standard in this regard.

In particular, the Committee finds that its concerns about (paragraph ) and (paragraph ) have been insufficiently addressed.

In the Committee's view, the author has not shown the exceptional circumstances necessary to make out such a claim.

4.3 Secondly, the State party considers, on the basis of the Committee's jurisprudence, that domestic remedies have not been exhausted.

Thus, the Committee considers this claim inadmissible under article 2 of the Optional Protocol.

The Advisory Committee is of the view that cost sharing should be applied and the results systematically reported in performance reports.

The Committee is also of the opinion that the introduction of management tools should lead to a revision of the accounting processes.

7.8 The Committee considers that the interception and recording of the author's telephone calls with A.T.M.M.

The Committee also considers that the annual training programme for the staff of the Palestinian Authority has proved its usefulness and requests that it be continued.

In the Committee's opinion, the authors have shown that they are affected, individually and as families, of the State party's law and practice.

In the opinion of the Committee, the external factors have been identified with great clarity and are of particular relevance.

The Advisory Committee is of the view that the establishment of liaison offices is premature, given the uncertainties regarding the workload of the office.

6.5 The Committee considers that the precedent established in the above cases also applies to the author of the present communication.

The Committee accordingly considers this part of the communication to be inadmissible under article 2 of the Optional Protocol.

The Committee believes that there is a need to examine translation requirements and methods with a view to reducing costs while ensuring optimal quality.

In the Committee's opinion, this wording confirms that the Convention's rights are not confined to article 5.

The Swedish authorities drew conclusions about the complainant's credibility which, in the Committee's view, were reasonable and by no reckoning arbitrary.

The State party considers that issues of such a general nature are best dealt with by the Committee under the reporting procedure.

7.8 In the present case, according to the Committee, the essential purpose of the appeal was to prevent the deportation of the complainant to Algeria.

5.4 The Committee finds, in accordance with article 22 of the Convention and rule 107 (b) of its rules of procedure, that the complaint is manifestly unfounded.

The Advisory Committee is of the view that the postponement of the return of available cash to Member States is a policy decision to be determined by the General Assembly.

The Committee maintains that information concerning gratis personnel is a logical component of the report of the Secretary General on the composition of the Secretariat.
