We want to change this institution so that it can become stronger and more effective, to enable it to fulfil the vision of its founders when they signed the Charter 60 years ago.

And that leads me to the thought that all of these pieces start off in my own mind, in my heart, and I do my best at finding ways to express them with materials, and it always feels really crude.

There is a growing awareness that while their mandates and functions are clearly distinct and complementary, these bodies share a common objective of ensuring the most effective and efficient use of resources of the Organization and that together they should seek ways to contribute to that objective.

We reiterate our willingness to work with them and with other countries in the effort to achieve Security Council enlargement via a plan that is supported by the vast majority of United Nations Members and which results in a stronger, more effective Security Council, in the context of overall reform of the United Nations.
