With respect to institutional development in trade, Bahrain signed a free trade agreement with the United States in September 2004, while Oman, Qatar and the United Arab Emirates are presently negotiating similar agreements.

In particular, the Investigations Division, based in Kigali, will be downsized from 106 to 60 posts 15 posts will be redeployed to the Registry and 31 within the Office of the Prosecutor itself.

As indicated in the report of the Secretary General (ibid.), it was envisaged that based on the level of financing available at that time, the initial cash disbursement to the Court by the United Nations Secretariat against the commitment authority would be effected in the very early part of 2005.

The setting of medium and long term targets for increasing the recruitment of national staff and the proposal to organize specialized training for them would help the development of the local population, promote capacity building, and enhance the image of the United Nations, while encouraging greater ownership of the programme by the local population.
