The Committee welcomes the establishment of a specific juvenile justice system under the Law on Juvenile Justice of 19 April 1996.

However, in December 2001 the President of Pakistan announced the commutation of the death sentences imposed on all 125 young offenders before the Juvenile Justice System Ordinance came into force.

Three new projects in justice and the rule of law support the master plan of the Afghan Judicial Reform Commission in the reform of the criminal justice system, the penitentiary system and the juvenile justice system.

The meeting will include a general debate on juvenile justice reform in societies emerging from conflict and in countries with economies in transition and a presentation of a number of juvenile justice products developed by the different members in that area.

The Committee notes with deep concern that corporal punishment is permissible under the State party laws and is used as a way of disciplining children at home, as a disciplinary measure by schools as stipulated in the Education Act and as a sanction in the juvenile justice system.

The Committee is deeply concerned about the lack of a juvenile justice system in the country.

The independent expert also met government officials, legislators, members of the judiciary and local authorities to discuss approaches to gang violence and juvenile justice.

The Caracas Declaration contained recommendations for standard minimum rules for juvenile justice, public participation in crime prevention, improved statistics and eradication of extralegal executions.

Recognition of that reality has led to national and international efforts to expand the number of alternatives to prosecution and punishment for juveniles, for example, recommendation Rec(2003)20 of the Committee of Ministers of the Council of Europe to member States concerning new ways of dealing with juvenile delinquency and the role of juvenile justice.
