Support was expressed for a system of peer review among special procedures mandate holders, which could be set up following consultation with the Coordination Committee.

Some delegations considered that the modus operandi of the proposed peer review system should be based on interactive dialogues among peers and lead to greater transparency in the consideration of human rights situations at the country level.

Several delegations noted, however, that utmost care should be taken to ensure that the proposed peer review system should not overlap with the treaty bodies and the special procedures systems.

The annual report of the OHCHR, which should include the recommendations of special procedures, could be used as part of a peer review system in the Human Rights Council.

UN Habitat is a strong and committed advocate for peer learning and problem solving.

These findings suggest that peer support interventions have the potential to be effective components of depression care, and they support the inclusion of peer support in recovery oriented mental health treatment.

Peer pressure used to help patients since this could be used for obesity, it could be used to stop patients from smoking.

Peer mentoring is also used in the workplace as a means of orienting new employees.

Peer support has also been provided for people with cancer and HIV.

Several delegations supported the proposal for a voluntary peer review mechanism.

It was also suggested that peer review might be one way to monitor follow up activities.

The need for in depth discussions on the proposed peer review mechanism was highlighted.

The Third Wave experiment is an example of risk behavior in authoritarian peer pressure situations.

To date, 23 African countries have agreed to participate in the peer review process.

In 2004, significant progress was achieved in peer reviewing of ECA flagship publications.

Reform of the United Nations, and that of the human rights mechanisms, including the treaty bodies, was also discussed, inter alia, the proposals for a unified treaty body system, a peer review system and a global report on human rights.

Other delegations considered that the concept and modalities of the proposed peer review system remained extremely vague and unclear and needed to be thoroughly discussed and clarified before it could be agreed upon and become operational and useful in any new setting.

Underlining the complexity of peer reviews, one speaker suggested that the idea of a pilot project of voluntary peer reviews be discussed in more detail to evaluate their value added and the costs involved.

Peer support is a key concept in the recovery approach and in consumer operated services programs.

In 2004, 63 UNICEF country offices supported peer education activities.

This would affect not just the treaties endowed with a monitoring body but the entire collection of human rights instruments, and it is precisely the overall level of commitment that must be considered in any new peer review system.
