And, by the same token, we can turn that tide.

If we are to get our policies right, it is crucial that we get our facts right.

We cannot correct these deficiencies overnight, but we must keep on trying to improve.

the imbalance that has emerged in the geographical representation within the Council, which suggests that we should redress the overall distribution of seats.

Within that context it is essential to rectify the serious political and strategic mistake of envisaging the South as an area of international instability.

We do not have the moral right to ask for the financing of unnecessary wars or wasteful systems.

We must strive to correct all the mistakes of the past and to ensure a balance between all regions and civilizations through the process of expanding the membership of the Security Council.

We must set up the basic structures to ensure, very quickly, that the basic needs of all are satisfied, and we must gradually rectify the clear, universally recognized inequities.

Thus, the time has come to redress the situation as we embark on genuine institutional reform of our Organization and for Africa to regain its legitimate rights with a view to enhancing the legitimacy and effectiveness of Security Council actions and resolutions, as well as its capacity to address the new challenges and threats faced by the international community.

Global warming should be tackled, but smartly through research and development of low carbon alternatives. If we are to get our policies right, it is crucial that we get our facts right.
