In that regard, we note the proposals of the Secretary General to strengthen the General Assembly.

In that regard, we note the thrust of the recommendations for Security Council reform, in particular the drive to expand the Council and make it a representative body.

Encouraging dissent is a rebellious notion because it goes against our very instincts, which are to surround ourselves with opinions and advice that we already believe or want to be true.

We, like the Secretary General, take note of the recent proposal by Belgrade to resume direct expert dialogue on missing persons and on energy.

In that connection, we take note with regret of the publication on 2 June of tenders for the construction of 22 housing units in the West Bank settlement of Maale Adumim.

While we note the progress made in the institution building process at the central Government level, we recognize that some difficulties continue to be a challenge, particularly at the provincial and district levels.

In this regard, we take note of the adoption of the Bangkok Declaration at the Eleventh United Nations Congress on Crime Prevention and Criminal Justice on 25 April 2005 which aims to improve international cooperation in this matter.

Noting the proposal for the holding of an international conference under the aegis of the United Nations, to create a consensus on the fight against terrorism, particularly the definition of terrorism, and to consider possible means to eradicate it effectively.

We also note the significant proceedings of three workshops on the theme of space security, involving experts from governments, non governmental organizations and academia, which were held in Geneva in November 2002, March 2004 and March 2005.

While taking note of the disappointing failures in the area of disarmament this year, we cannot fail to acknowledge that some modest progress has been made, including the adoption of a draft international agreement on tracing illicit small arms and light weapons.
