The members of the Council and Mr. Moreno Ocampo had an exchange of views after the briefing.

We also wish to extend our recognition to the work of the Prosecutor, Mr. Luis Moreno Ocampo, in this complex and challenging task.

Nevertheless, the decision of Luis Moreno Ocampo, the Prosecutor of the International Criminal Court, to request an arrest warrant against al Bashir is puzzling, for three reasons.

On top of that, Moreno Ocampo s request might further alienate the Great Powers (China, Russia, and the United States) that are currently hostile to the ICC.

Mr. Moreno Ocampo I welcome this opportunity to address the Security Council on the activities and planning undertaken by my Office since the adoption of resolution 1593 (2005).

With regard to Darfur, my delegation would like to welcome the preliminary measures taken by Prosecutor Moreno Ocampo concerning the referral of the International Commission of Inquiry report to the ICC.

Instead, Moreno Ocampo s request may have negative political repercussions by creating much disarray in international relations.

In accordance with the decision taken at the 5216th meeting, the President extended an invitation under rule 39 of the Council's provisional rules of procedure to Luis Moreno Ocampo, Prosecutor of the International Criminal Court.

While the ICC s chief prosecutor, Luis Moreno Ocampo, expresses confidence that Bashir will be brought to justice, it is unclear how this will happen. But it could.

Mr. Moreno Ocampo I welcome this opportunity to address the Security Council once again on the activities undertaken by my Office since my first report on 29 June 2005.

Furthermore, Moreno Ocampo has inferred al Bashir s genocidal intent from a set of facts and conduct that in his view amount to a clear indication of such intent.

The historic centre of the city is based on a grid pattern, despite the hills, with the streets Venezuela, Chile, García Moreno, and Guayaquil being the most important.

Second, Moreno Ocampo has inexplicably decided to indict only Sudan s president and not also the other members of the political and military leadership that together with him have planned, ordered, and organized the massive crimes in Darfur.

At the 5216th meeting, in accordance with the understanding reached in the Council's prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Luis Moreno Ocampo, Prosecutor of the International Criminal Court.

In addition to the criminality of those attacks  which fall under the purview of the International Criminal Court we should recall that Mr. Moreno Ocampo, the Court's Prosecutor, referred to the issue last Monday during his briefing to the Council.

Ms. Moreno (INSTRAW), replying to the questions raised by Gambia and Sweden, stressed that INSTRAW sought to avoid duplicating the work of other United Nations bodies, concentrating instead on creating synergies with them.

Any step designed to hold Sudan s leaders accountable for their crimes is therefore most welcome. Nevertheless, the decision of Luis Moreno Ocampo, the Prosecutor of the International Criminal Court, to request an arrest warrant against al Bashir is puzzling, for three reasons.

First, if Moreno Ocampo intended to pursue the goal of having al Bashir arrested, he might have issued a sealed request and asked the ICC s judges to issue a sealed arrest warrant, to be made public only once al Bashir traveled abroad.

The President In accordance with the understanding reached in the Council's prior consultations, I shall take it that the Security Council agrees to extend an invitation under rule 39 of its provisional rules of procedure to Mr. Luis Moreno Ocampo, Prosecutor of the International Criminal Court.

Ms. Moreno (Director, INSTRAW), replying to the question asked by El Salvador, noted that in 2003 the Institute had lost credibility and resources, and its ability to carry out activities, support research and implement its programmes had diminished.

The Chief Prosecutor of the ICC, Luis Moreno Ocampo, should be urged to accelerate his investigations and, once the evidence is sufficient, bring charges against those who have committed these crimes or failed to discipline or prosecute the perpetrators.

Mr. Moreno (University Front for Demilitarization and Education Frente Universitario por la Desmilitarización y la Educación (FUDE)) said that FUDE strongly objected to activities under United States military programmes at the University of Puerto Rico, a public institution, and denounced the impact of the Solomon Act (1998) on Puerto Rican higher education.

Practically half of the population claimed to be moreno , a term used throughout Ibero America that in this case means dark skinned or brown skinned , as opposed to having a lighter skin (this term connotes skin color or tone, rather than facial features or descent).
