The secretariat informed the Council that explanatory notes would be provided on some of the technical issues in the draft regulations to enable delegations to better understand the proposed regulations in preparation for its consideration at the eleventh session.22

Initially transmitted by the Secretary General to the President of the General Assembly on 14 April 2005, with the request that it be brought to the attention of the members of the General Assembly.

The addendum to this report contains explanatory notes on the principles. The explanatory notes identify the provisions of international human rights, refugee and humanitarian law and related standards which serve as the foundation on which the principles themselves are built.

Explanatory note on outside commercial borrowing

The Chemical Review Committee forwards the recommendation and draft decision guidance document to the Conference of the Parties for decision.
