Based on the findings of the evaluation, the recommendations set out below are presented for consideration.

Proposals for the establishment of the Office of Ethics, along with its terms of reference, are currently under preparation for the consideration of the General Assembly.

That, in turn, means that ministers have to be presented there with a manageable set of key decisions for consideration.

These include level of difficulty in reaching the destination (availability of travel nodes and travel time), regional balance, visa issues including transit visas, level of key officials expected to open close the meeting, avoidance of repetition, and uniqueness of host country circumstances.

The E4 population consists of claims submitted by, or on behalf of, Kuwaiti private sector corporations and entities, other than oil sector and environmental claimants, eligible to file claims under the Commission's Claim Forms for Corporations and Other Entities .
