4. Welcomes the Association as an observer in the General Assembly

UNIFIL was assisted in its tasks by 51 UNTSO military observers.

Statements were also made by the observers for the Inter Parliamentary Union and the International Committee of the Red Cross.

Of 51 authorized human rights observers, 18 have been deployed to Darfur (with back up from three additional monitors in Khartoum), in addition to 10 United Nations Volunteers.

The Holy See, in its capacity as observer State, and Palestine, in its capacity as observer, as well as the organizations listed in paragraph 10 of annex I of resolution 59 291, may also participate in different round table sessions to be determined also in consultation with the President of the Assembly.

Provision is made for the emplacement travel of 12 observers at the rate mentioned in paragraph 4 above.

For category III materials, the obligation to use and store them within an area to which access is controlled

Those tasks were carried out by a contingent of 145 military observers and medical personnel authorized by the Security Council as an adjunct to MINUGUA.

The strength of UNOMIG as at 1 July 2005 stood at 120 military observers and 12 civilian police officers (see annex).

Furthermore, Tokelau would be admitted as an Observer to the Pacific Islands Forum at its next meeting.

Participants at the High level Plenary Meeting will include Member States, the Holy See, in its capacity as observer State, and Palestine, in its capacity as observer.

The election was observed by 302 international electoral observers, representing 27 international organizations and diplomatic missions, as well as 3,583 national observers.

Fifteen observers are under recruitment and the search for suitable candidates for the remaining 15 posts continues.

The net decrease of a total of 130 posts, comprising 45 international staff posts, 49 national staff posts and 36 United Nations Volunteers posts, is a result of the downsizing and subsequent liquidation of the Mission.

The Special Rapporteur has also been informed that the Organization of American States will be present during the observation process and that the Andean Community has appointed an observer.

The President I should also like to draw the attention of representatives to a matter concerning the participation of Palestine, in its capacity as observer, in the sessions and work of the General Assembly.

The peak number of troops deployed during the reporting period increased to 48,988 compared with 34,901 during the period 2002 03, whereas the peak number of civilian police deployed during the reporting period decreased slightly to 5,251 compared to 6,181 during the period 2002 03.

As at the end of April, UNMIL troop strength stood at 14,851 military personnel, including 192 military observers.

In accordance with that request, there are now 42 international human rights officers, including a number of United Nations Volunteers, working in four field offices in Darfur.

The provision for mission subsistence allowance (MSA), clothing allowance and travel costs for military observers is based on the projected phased deployment of 570 military observers by October 2005.

As at the end of July, there were 42 international human rights officers, including United Nations Volunteers, deployed in United Nations offices in Nyala, Geneina, El Fasher, and Zalingei.

At the end of the reporting period AMIS comprised a protection force of 4,100 troops, 634 military observers, 862 police officers as well international civilian staff.

Provision is made for mission subsistence allowance for 12 observers for 123 days, that is, from 15 August to 15 December 1993, at the rate specified in paragraph 3 above.

The estimate provides for feeding 1,273 military personnel, 12 military observers as well as 38 civilian police assigned to posts where mess facilities must be provided.

On 18 June, in Pichori, in the lower Gali district, two UNOMIG patrol teams comprising 11 military observers and two interpreters were robbed by three armed masked men.

It provided for 220 military observers, 3,980 military contingents, 256 international staff, 273 national staff and 82 United Nations Volunteers.

As at 9 May 2005, the total strength of the UNMEE military component stood at 3,329, comprising 3,031 troops, 84 headquarters staff and 214 military observers (see annex II).

The budget estimates were based on a reduced MSA of 43 per day for an average of 28 military observers, with food and accommodation provided by the Mission outside Khartoum.

As at 5 September 2005, a total of 2,309 military personnel were deployed in the mission area, including 153 military staff officers, 145 military observers and 2,011 troops.

The projections provide for the phased deployment of 10,130 military personnel, including 5,070 troops, a force protection component of 4,150, 750 military observers and 160 headquarters and staff officers.

The provision is inclusive of 1,062,500 for 2004 05 and 3,090,500 for the period from 1 July to 31 October 2005, within a total authorized strength of 750 military observers.

During the reporting period, the AU Mission was comprised of 5,348 personnel, including 644 military observers, 816 civilian police officers, 37 civilian staff and 3,716 protection troops.

Participating as an observer at the Meeting of Trade Ministers of Landlocked Developing Countries held in August 2005 in Asunción, Japan had expressed its readiness to cooperate on issues of vital concern to landlocked developing countries.

New Caledonia continued to participate in regional cooperation as an observer in the Pacific Islands Forum, whose visiting mission, pursuant to the Nouméa Accord, goes to New Caledonia every year to acquaint itself directly with economic, social, political, and constitutional developments.

As at 6 August 2005, the total strength of the UNMEE military component stood at 3,292, comprising 3,001 troops, 77 headquarters staff and 214 military observers (see annex).

In accordance with rule 50.2 of the rules of procedure, the Secretary of the Executive Board announced that credentials had been submitted by 51 observer delegations, 2 United Nations bodies, 1 intergovernmental organization, 4 National Committees for UNICEF and the NGO Committee on UNICEF.

In order to be able to perform the proposed tasks, a deployment of 10,130 military personnel would be required, of whom 750 would be military observers and 160 staff officers, enabling the formation of units comprising up to 5,070 troops and a force protection component of 4,150.
