These norms and standards are now being applied in self assessments of each agency's evaluation activities.

The evaluation and debate in the House of Representatives have highlighted a number of obstacles in areas such as municipal control, the employment relationship between prostitutes and operators, the sector's image and the detection and prosecution of criminal forms of exploitation.
