The logical framework provided managers with the basic tool for articulating the raison d'être of the programmes and programme components (objectives), defining the benefits to end users as a consequence of outputs in order to meet the objective (outcomes) and indicating yardsticks for the expected outcomes (performance indicators).

The extent to which progress has been made against the expected accomplishments is presented in the results based frameworks, which compare actual indicators of achievement with planned indicators of achievement.

Whereas socioeconomic development monitoring had focused on human outcomes social and economic conditions human rights monitoring also required considering several actors, process as well as outcome indicators, and benchmarking to measure progressive realization.

Indicators for subsequent monitoring, details of specific areas that may be supported in various countries and contexts, and planned coverage areas are provided in the results matrices in annex I.

Additional process, outcome and impact indicators will be elaborated at regional and national levels in the results matrices and integrated monitoring and evaluation frameworks of successive MTSPs.

However on account of a number of reasons education indicators for rural women lag behind men and urban women.

Moreover, the broader comments in relation to RBM set out in the response to recommendation para. 12 (p) above, will also mean that greater attention will be give to the choice of more empirically based indicators.

Indicators, including those on the advancement of women, for monitoring progress on aid flows and their impact were also proposed.

At the same time, linkages with the biennial programme plan and priorities for the period 2006 2007 (A 59 6 Rev.1), indicating the relationship of the proposed activities to the relevant part of the biennial programme plan, are systematically provided at the subprogramme level.

On that front, there are promising signs.

Indicators of equality have not improved substantially, either.
