We are grateful to Under Secretary General Nobuyasu Abe for his valuable introduction of that important document.

It should be emphasized that irrespective of whether a particular Member State's assessments were utilized for set aside purposes, all assessments received by the bond trustee would be fully credited to assessed contributions.

These resources include provisions for the strengthening of the Office through the inward redeployment of a P 5 post from the Internal Audit Division to carry out the essential functions of a Special Assistant to the Under Secretary General.

The additional requirements were due mainly to the unexpected sharp increase in the cost of clearing the Mission's goods at the port as a result of changing to a new customs clearing agent who charged more than the previous agent.

The immediate office of the Under Secretary General consists of a Deputy (D 2), one Special Assistant (P 5), one Programme Assistant (P 3), one senior General Service staff member and three other General Service staff members.

Mr. Vassilakis (Greece) Like others, we wish to thank the Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, Mr. Jan Egeland, for today's enlightening and detailed briefing.

The Under Secretary General for Safety and Security and his team were to be commended for their achievements in bringing the new Department into being, including the recruitment of a large number of staff in a relatively short period of time.

Finally, we take this opportunity to express our thanks and appreciation to Under Secretary General Egeland and his staff at OCHA for their outstanding and untiring efforts in coordinating humanitarian activities on behalf of the United Nations.

Therefore, OIOS was recommending that the Secretary General should propose to the Economic and Social Council that it assign a supervisory administrative role to the Under Secretary General for Economic and Social Affairs or the Executive Secretary of the Economic Commission for Latin America and the Caribbean.

Further, I should like to extend my delegation's sincere gratitude to your predecessor, Ambassador De Alba of Mexico, and express appreciation to the Under Secretary General for Disarmament Affairs and the staff of the Department for Disarmament Affairs for their tireless efforts.

I wish to take this opportunity also to express our thanks and appreciation to the Under Secretary General for Disarmament Affairs for his continued efforts to develop the necessary mechanisms for international cooperation in the field of disarmament. This was clearly demonstrated through his invaluable statement to the Committee.

I should like also to express my appreciation to the Under Secretary General for Disarmament Affairs, Mr. Nobuyasu Abe, and Mr. Jian Chen, the Under Secretary General for General Assembly and Conference Management, for the leadership they provided the Secretariat staff assisting the Committee and for their valuable contribution.

Ample debt service coverage for a United Nations bond could be created by permitting the trustee to set aside a higher than required percentage of assessment payments tendered by Member States to permit the accelerated collection by the bond trustee of the total annual debt service requirement.
